I am Dave Sovereign and as President of Cresco Fast Stop, thank you for allowing me to speak to you today.  I partnered with 28 other Cresco, Iowa, area residents investing our own personal dollars and successfully applying for and receiving grant funding from the Iowa Renewable Fuels Infrastructure Board and the USDA REAP program to build a biofuel retail station in our community. Together these grant dollars and the personal dollars contributed by the 29 owners were used to construct an unattended fuel station offering ethanol blends of E10, E15, E20, E30 and E85 along with Biodiesel blends of B5 and B10.                                                                

With the Renewable Fuels Standard (RFS) in place our group of owners committed their own money in order to provide our community with more affordable choices at the gas pump, it has been good the owners and for our community.  I ask the EPA not to waiver but rather to enforce the RFS fully as Congress intended when passing this legislation.                                                                                    

 Since opening we have observed only positive economic results for motorists and our community members.  In 2014 our sales data shows that 73% of our total gasoline sales volumes have included ethanol blends such as E15, E20, E30 and E85 while sales of unleaded and E10 comprised 27% of our total gallons of sales. For 2014, this would calculate to about 38.5% total ethanol in our sales. We observed a similar sales trend in our 2015 sales data, 70% of our total gasoline sales volumes were blends of E15, E20, E30 and E85 while E10 comprised 30% of our total gallons of sales. In 2015, this would calculate to about 37.5% total ethanol in our sales. Our sales data shows there is no blend wall and when consumers have a choice at the pump, consumers will choose ethanol blends when given the opportunity.     With the RFS, our local group of owners was comfortable choosing to construct this station and to offer clean burning home grown renewable fuels, we have found our fellow community members want ethanol blends because they cost less, burn cleaner and perform well in their cars and trucks. By not fully implementing the RFS our 29 owners investment and our customer’s choices are being impeded.                                                                                   If you have any questions or desire further information, please feel free to call or email.
